I have a couple questions about this one. First, I’m wondering, why is 利用する used instead of 使う in situation 1? Especially when 佐藤さん actually did use 使う at one point for the same thing? Are they interchangeable? Is this just teaching us another word for it?
Second, I was wondering, in the sentence 「去年は雨は降ってませんよ。降ったのは２年前です。」, what is the purpose of the は after 雨? To me, the は here makes it seem like he’s emphasizing 雨, as if he’s saying that there was no rain, (but there was something else?). It makes sense why there’s a は after 去年 because he’s saying there was no rain last year, but two years before, there was rain. Can someone please explain this to me?

Since they will take care of your pet in various ways at a pet hotel other than just staying, you can use the word 利用する for those services.
