I think there may be a little mistake in a sentence.
In Situation 2, Noda says 自然のある所. At first I was confused why there’s a の between 自然 and ある because ある isn’t a noun. But I didn’t question it and moved on, until I saw the question of Step 3. There it says 自然がある所.

Here both sentences in comparison:

「野田:もっと自然のある所も住んでみたいです。」
「自然がある所に住みたいですか?」

Could 自然のある所 be an exception when talking in Japanese?

That’s a good question.
Xのある has been used for a long time. It works like “of” in English.
Example:
気品のある人 – a person of dignity

Xがある used to be used as a complement: あの人には気品がある.

These days, it has become common to use Xがある to modify a noun by bringing it before the noun.
Although Xのある used to be the standard, both are fine to use now.
