In the first conversation, why was 置いてます used instead of 置きました? Isn’t that supposed to be in past form?

                              That’s a good question.

                              メモ、置いてます means “There’s a note that I put.”
She wants to say “I left a note on your desk, and it’s still there. You can check it out.”
Although she doesn’t mention “on your desk”, but that’s what they do when they leave a note for someone in an office.
The important thing is the note she put is still there.

On the other hand, if she said メモ、置きました, she’s only talking about her actions in the past:
“I put a note on your desk.” We don’t know if the note is still there. Someone might’ve thrown it away accidentally.

I see. So 置いてます is an ongoing action of leaving the note on the desk and having the note stay there, instead of the sole action of just leaving the note.

                              説明ありがとうございます。

Yes, you can put it that way.
It expresses a current state that has remained from the past.
