Dang, you posted this one month ago but never got a response? I’m not a teacher and I don’t completely know how to answer this, but I’ll do my best. That is, if you still need help with this. Would you still like to know the answer?
I’ve noticed some questions left off for some reason.
Whenever I notice an unanswered question, I try to answer it, but it’s hard to find all of them. It’s not like we forget or anything.

わざわざxxxする here means “take the trouble to do something particularly only for a certain purpose.”
So ゆい is saying “You took the trouble to go to the next town just for borrowing the novel”?
せっかくxxxする does have a similar meaning with わざわざ xxxする. It’s used for something you put in the effort, but here, it is not this meaning.
せっかく here expressing the importance of situations that are rarely available.
So エリ is saying “Now you’ve found an outfit that looks cute and good on you, you should buy it”.
It implies you can’t always find a nice outfit like that, so you should take the opportunity.
