ハジメ：買うのに、だいぶ並んだよ。
ユタカ：どのくらい？
ハジメ：一時間くらい。
ユタカ：それはだいぶ並んだな。さすが人気のお菓子だね。
ハジメ：うん。だから、味わって食べろよ。
ユタカ：しっかり味わって食べるよ。ありがとう。
ハジメ：彼女が人気のお店に詳しくてさ。
ユタカ：さすがお前の彼女、しっかりしてるね。
ハジメ：そう。だから、いろんな店回れたよ。
ユタカ：俺も大阪行ってみたいな。
ハジメ：なら、今度一緒に行こう。

Yutaka used お前 to adress Hajime. Isn’t this considered to be quite rude? Or is it fine because they’re close friends?

Yes, as it’s mentioned under “Situation 2”, they are friends.
お前 can be used between close friends. Also, some parents use it to address their children, some teachers use it to their students, some seniors in school or office use it to address their junior, or some husbands use it to call their wife.
Otherwise, it is really rude to call someone お前.
And some people hate to be called お前 by their teachers, seniors or husband who they don’t like or respect.
