You do not need to add a subject when it is clear to the listener.
So this sentence is fine to use when talking to people bout something being funny? なんで、可笑しいですか？
Fine. Depending on the context, you can use various expressions. e,g どうして笑っているんですか？( When they are laughing a lot) 何か、面白いですか？
