I have a question about the following sentence: 犬がたくさん出てきて。すごくかわいかったですよ。
The first part is translated as “(many dogs appeared)”, which is how I understood the sentence. But it’s using the て form, not た, even though it’s a “complete” sentence (ending with ｡) so it doesn’t look like it’s used to connect verbs.. but apparently it is actually connected and “かわいかった” sets the past tense for all of it? Is that how it works?

犬がたくさん出てきて、すごくかわいかったですよ。
- There were a lot of dogs appearing and they were very cute.
As you guessed, these sentences should be connected, but in spoken language, people pause or make a sentence short, so it appears as if the sentence is finished.
The standard form of 犬がたくさん出てきて should be 犬がたくさん出てきたんです if it’s an independent sentence.
So the sentence itself is the past tense.
