“今日はラーメンにした。” -> “I chose ramen today.”

ー It means “I ordered and had ramen today.”

ラーメンにする -> to choose ramen?

ー It means “I’ll have ramen.”

“something”にする means to choose “something”?

ー する itself means “do,” so the meaning depends on the object.
If it’s said at a restaurant, it means “I’ll have something.”
