おはようございます
Why does thus sentence end in the past tense?
次の土曜日、雨じゃなかったっけ?
thanks,
Rod

おはようございます。

Because the speaker received the information in the past.
I think it works in the same way in English as well.
The sentene can be translated as “Didn’t they say it’s going to rain next Saturday?”
or “Wasn’t it supposed to rain next Saturday?”

In the second situation there is the phrase 「そうなんですね。最近、事件が続いていて怖いです。」 why is it that 「いて」 is used after the te-form of 続く? wouldn’t the te-form of the verb be used like an “ing” form of the word?

The sentence 最近、事件が続いていて怖いです can be divided into two sentences:
最近、事件が続いています。- There have been many incidents lately.
怖いです。- It’s scary.

て as in いて works as “and” or “so” here.
“There have been many incidents lately, so it’s scary.
