This sentence is reversed.
The normal order should be:
ๆ่คใใใฃใฆใใใใ้ฃในใใใงใใญใ
“noun + ใฃใฆ” works the same way as “noun + ใฏ.”
It means “as for (noun)”, “regarding (noun)” or “speaking of (noun)”.
If you translate it into English, the difference between ๆ่คใใใฃใฆ and ๆ่คใใ seems vague.
But if you say ๆ่คใใ, it means that the speaker is merely calling out for that person.
