I have a question regarding situation 2.

Yuri says “全部安くない?” which gets translated into English as “Everything is cheap”, however I would understand 安くない as “not cheap.”

I understand English does something similar, for example with “Cheap, isn’t it?” and “It isn’t cheap.” The same words, just being used differently to express a different idea.

My question is, what in this conversation tells me that she means to say “Cheap, isn’t it?” instead of “It isn’t cheap,” How can I tell?

You should pay attention to the ‘?’ as well.
In Japanese, adding ‘?’ to a negative sentence can turn it into a way of seeking agreement rather than a real question.

安くない? means “Isn’t it cheap?” (a way of seeking agreement)
安くない。simply means ‘It isn’t cheap.’ (a negative statement)

It’s cheap, isn’t it? can be translated as 安いよね?

Basically;

言う – say, tell

喋る – chat (voice), talk (casually)

Question 4 on the Quiz — doesn’t it refer to Suzuki-san? There is no Suzuki-san in this lesson. Perhaps you meant Sato-san?

It doesn’t matter which name you use.
This question is not directly related to the story.
The important thing is to choose the appropriate word that goes into the underlined part.

I noticed this too, even question 10. says 俺、このパスタにする。 but カイト said in the story 俺、これにする。

Pasta or whatever the food was irrelevant as it could be any type of food, only する was the important part to remember, I think this is better because it means you are focusing on words that can be used interchangeable in different scenarios as appose to just remembering and copying the story you just heard, it would be too easy, so I think this is better for learning.

(I understand this is a 4 month old comment but this is for other learners that stumble across this comment section)
